We needed to get passed what Adel did, though I still didn't agree with the Isolation Act. Unfortunately, that was before I was fully instated and it wasn't until another Sorceress attack that I finally got the guys to let me veto it."

In truth, he didn't get rid of the act right away because at first, he agreed with it. Esthar needed to get back on its feet and getting hassled by the other countries was not something they needed. But then it ran on for so long and the old farts were just afraid of change, no matter how much Laguna tried to persuade them. It was the one thing that he couldn't change until Squall found his city with Rinoa comatose in his arms.

"No, no, it's fine," Laguna gave a small wave and smiled. "It's not often I even talk about it, since I don't know what to say half the time." Rambling is what he did best, and he knew it. Sadly.
