Characters: Any who attended the Heads of State meeting.
Progress: In Progress
Summary: After the meeting adjourns, there are private conversations to be had.
Location: Dali
Date: January 1804, before the Epitaph invasion
Warnings: N/A

After several hours over the table, the meeting was adjourned; many parties left dissatisfied, disgruntled, and in some cases, even afraid. Compared to the last meeting aboard Regent Cid's Invincible, the meeting in Dali had been a joke. There were even more present than the first time, and somehow, it was less productive. The only thing everyone seemed united on, was that Kefka, Weiss, and others of their kind needed to be stopped. At what cost is where everything fell to pieces. As the crowd dispersed, the old mage factory was left with stirred-up dust and the heavy feeling of words and feelings unspoken.

[ Party Style! Tag in, and tag each other. If there's people you need to talk to while you're still in Dali, this is the place to do it. Threads can occur anywhere in Dali, from the factory, to the Inn, the fields, etc. ]

"My thanks." Tseng bowed his head, less formal but still polite. "I am Tseng. I am President Shinra's assistant, yes, though my duties cover a much broader range than most." He gave a small smile at that - it was almost, almost interesting to be on a world without the Turks Reputation to back him. Almost.

"You'd spoken poorly of the nethicite, and of Lord Solidor. As neither Rufus nor I hail from your world, I'm afraid the greater nuances of this were lost on us." That small smile, almost not there but for the slightest sense that Tseng's expression was usually more flat, remained. "I'm hoping we can gain more details on both - and you seemed the most knowledgeable, and the least trusting of Lord Solidor's intentions."

And having heard that 'nethicite could do ill as well as good' and 'it corrupted life' and 'you killed people' all weren't statements of use to those from Midgar. Generic complaints couldn't be fielded and couldn't be used for planning. What they needed were specifics.

The Marquis' eyes widened a little once it dawned on him that this man is the same 'Tseng' he spoke with earlier in the week. While it was a brief conversation he had with the Director, Ondore remembered how fond Reno spoke of this studious gentleman before him. Thus the fierce scowl that graced the Marquis' face before quickly faded now, replaced with a decent smile.

"I do believe I have heard of you before, Tseng. Good things, I can assure you." He replied with a friendlier tone than earlier. Falling silent once the Director made his case, the Marquis couldn't help but feel somewhat hesitant yet eager to speak about truth that Vayne Solidor seemed to be eager to neglect. He knew his earlier banter with the elder Solidor may have raised some eyebrows but in Marquis Ondore's opinion, the truth desperately needed to be said.

"Aye, I am not shocked that you and your President would seek a further understanding of such ill-timed words." Halim replied with a slight sigh. "While I welcome your curiosity, I must caution you for the truth I speak of is a long one revolving both the politic strife caused the Empire and one revolving the mysticism of that stone Vayne proudly boasts."

Tseng nodded, glad that the introduction had won him some further acceptance by the Marquis. "If the information has been good, I won't need to correct it." He offered, voice dry but amused.

"I must admit Rufus and I are no stranger to politics, nor to magic - and we're familiar too with ill chosen actions that have had a negative effect on the world." Considering their own sordid history, they were familiar indeed.
The Wutai man walked, until they were properly inside the airship bay. It was too loud in there for conversation to carry far, but he gestured to a bench set into the wall and offered the seat to the Marquis first; it was private without being dangerously enclosed. "What we need are details, so that we can be prepared in case such problems occur again. We will not stand uninformed with any side; that's as dangerous as willingly choosing destruction."
And ShinRa would not be so foolish again.

From what Reno has told him about the history regarding the other Gaia and ShinRa, the Marquis was grateful that at least someone could relate with his worries at least. With the dew-eyed Queen of Alexandria backing Vayne's plan along with that fiendish researcher from Draklor, Ondore was quite sure that his words had been ignored until Loire voiced up. It seemed that President Loire would be a valuable ally to have considering he has good ties with everyone within the counsel, even with the moody Viera.

Pondering exactly how far his alliance with Loire will go, the Marquis of Bhujerba allowed Tseng to lead. "You are not the first to ask whether or not the truth I told was true but you are the first to ask specifically about the stones powers." Sitting at the bench nearby, Ondore offered the Director another polite smile.

"If it's details you wish for, then you have right man. My nation is one of the prime producers of manfacted nethicite, a form of magicite created by man. I suppose to explain the mysticism of these stones; I would first have to mention their natural form as magicite." Letting out a deep sigh, the Marquis continued with a lengthy explanation.

"As Dr. Bunansa has said, magicite is a natural mineral only found within areas where high concentrations of magick lurk. These stones are filled with the magick of the Mist, a powerful phenomenon that still baffles scientific minds. Using magicite's powers for various menial tasks, it was the Archadians who found out how to manfact nethicite for wartime purposes. As of how they managed to do so, still eludes me but I can tell you now that nethicite possesses enough firepower to level and entire country." Or so it does within Ivalice since the stones here are supposedly lacking such power.

"Nethicite can be a useful tool, Director but it comes with a hefty price. Those who wield manfacted nethicite become tainted in mind and spirit. The stones can destroy a man from outside in."

S'all good!

Tseng listened to the Marquis intently, noting not only the details but also the way the man spoke of this from his own experiences, his own history. there was obviously a lot here - and tseng lacked the time to discover the full story right now, but it might prove worthwhile to discover more. He might be able to set Reno to the task, if the pair had developed a friendship.

"I suppose my first question would be, then, how much nethicite use is needed for the effects to affect the host? If your people manufacture them, I would surmise that the effect takes time, or is limited in range?" Which could be a soloution in itself, if a small amount of nethicite was needed to be manufactured, and then used in a controlled situation and disposed of. "And the manufacture itself is without risks, only the wielding? Or is it dangerous to both?"

Glancing away from Tseng for a moment, the Marquis battled for a correct way to explain the the Director's questions without vague answers. "How much nethicite needed? I do not know but those who dress themselves from head to toe in their power are corrupt easily. It takes more than one stone to damage a man, especially if they are the wielder. It is definitely more dangerous to the wielder in my opinion than the manufacturer but then again, you have Cid."
